Cultural house De RoosenbergOud Heverlee, Belgium

The transformation of an existing 1990s building by van Steenkiste and Bruggemans resulted in a vibrant proposal: an outward-facing “palace for the people” open to the surrounding park landscape.

This refurbishment respects the character of the original structure while embracing its latent potential, allowing for minimal demolition and the reinterpretation of existing spaces. The design combines modern functionality with sustainability, creating a civic hub that embodies both community and environmental responsibility.

At the heart of the project is the transformation of the library into a “living room” for the community of Heverlee. The new library, prominently located and easily accessible, replaces the former brasserie. Glass façades flood the reading areas with natural light and offer scenic views of the nearby ponds. Likewise, on the upper level above the library, a new brasserie and terrace will enjoy views over the water.

On the ground floor, the original hall has been expanded and reorganised with a new foyer on the south side, improving access and flexibility for larger events. Above the foyer, a third public room provides a space for the people of Oud Heverlee to host council meetings, weddings and formal events. This space is complemented by a generous loggia overlooking the Zoet Water ponds and marking the building’s front façade.

At the core of the building, the “stitch” — a spiral staircase — connects the entrance hall with the library, foyer, events hall and brasserie, thereby unifying the entire project.
